Ten Years of a Science and Technology Minister

Ten years!!! Not a short time to bring significant change or improvement in any sector of a country, particularly for a minister.

The Ministry of Science and Technology(MOST) has been led by the same minister for the last ten years, for the first time in Bangladesh. What improvements have taken place over this time in different research organizations under the Ministry of Science and Technology?

Is there an increase in publications in those organizations? What about patenting from those organizations? Any improvement in the “Research Culture” and “Research Management”?

Bangladesh Atomic Energy Commission(BAEC) and Bangladesh Council of Industrial and Scientific Research (BCSIR) are the two largest and multidisciplinary organizations under MOST. Any significant positive changes in those organizations?

In BAEC, the regular election of (Bangladesh Atomic Energy Scientists’ Association (BAESA) is not taking place. In the last week of September 2019, two executive committees have been declared elected for the next two years. What a DEVELOPMENT!!!!!!!!!!! Isn’t it indicative of the decline of the overall research environment in the organization?

BCSIR is being run by a board , consists of members from Baurocrates and academics/researchers. Academics are part-time members of the Board. None of the bureaucrats have a PhD degree. There are many bureaucrats in the government with a PhD degree. Under such reality, how the formation of the board be seen? Moving forward or going backward?

What is about the recruitment process? Improved – can recruit passionate researcher or just recruiting job seekers? Transparency in recruitment – improved or has become more corrupted than before?

Time to search answers of the above and many other questions.
